The FDA faces substantial challenges as it seeks to satisfy the expectation of the public for safe food and safe and effective medical products. These challenges include the wide array and virtually infinite number of products for which FDA has regulatory responsibility and the finite resources available to monitor them. Mr. Tyler will discuss regulatory problem solving, focusing on the “why” and “how” of product regulation.

Ralph S. Tyler Former Chief Counsel Food and Drug Administration Ralph S. Tyler became Chief Counsel to the Food and Drug Administration (FDA) in January 2010. Prior to that, Mr. Tyler was the Maryland Insurance Commissioner. He has worked as a lawyer for more than 35 years, including serving as Counsel to the Governor of Maryland, Baltimore City Solicitor, and Maryland Deputy Attorney General. He was also a partner in the law firm of Hogan & Hartson, L.L.P., focusing his practice on civil litigation and administrative law. Mr. Tyler is a graduate of the University of Illinois (B.A.), Case Western Reserve University (J.D.), and Harvard University (LL.M.).
